the sender is nowadays almost always the maintainer of the cvs archive.

Added extra log messages in case lockfile cannot be locked (for debugging).

Everybody will receive a notification.
Only the first person is the real maintainer.

Keep track if maintainer changes.
Send a log to the maintainer if this is another email address than the sender.
Use gtar instead of tar.
