Menelaos Karavelas 9201c1f2c3 implementation and documentation for the Rebind_vertex and Rebind_face small 
feature of the TDS_2 concept.

If a GForge user tries to commit in CGAL while its username is not
corrected documented in the HEAD version of
branches/next/Maintenance/git/authors-file.txt, then the commit is
rejected.
