Geert-Jan Giezeman 2d32a437c6 Removed sender parameter and usage: 
the sender is nowadays almost always the maintainer of the cvs archive.

Added extra log messages in case lockfile cannot be locked (for debugging).

Geert-Jan Giezeman 8205819cfb A maintainer file may now contain multiple lines with names. 
Everybody will receive a notification.
Only the first person is the real maintainer.

Geert-Jan Giezeman 137f7a9c55 Recognise Maintainer (with capital M) in version file. 
Keep track if maintainer changes.
Send a log to the maintainer if this is another email address than the sender.
Use gtar instead of tar.

Geert-Jan Giezeman a4f1254086 Added possibility of having a 'maintainer' file, which names the maintainer. 
This file is appended to version file.
Made maintainer line in version file obligatory.

- other path

Now put in a new directory (/projects/CGAL/admin_scripts).

Added locking of packages.

Geert-Jan Giezeman 6d122e876d check_version now returns a list with the recognised versions (new and old). 
check_codefiles now passes the package name (with version) to the checker.
The WGET report is now discarded.
