Menelaos Karavelas 16dd6a697d removed the class variable intersection_tag in Segment_Voronoi_diagram_2; 
this functionality is handled by a templated tag now;
added a tag in Segment_Voronoi_diagram_hierarchy_2 that controls whether or
not to add segments at the upper levels; the algorithmic part is not yet done

Lutz Kettner bb58943c0e First upload of the files. Added proper MPI Copyright header, 
CGAL include paths, local include path within CGAL subdirectory,
namspace CGAL with local namespace Persistent_homology_d, renamed
header files where appropriate to our naming convention of same file
name as the class name (upper case first letter here). Not tested.

Menelaos Karavelas eade3e6552 sites (simple or normal) are no longer constructible from segments 
but only points; ideally, the segment Voronoi diagram classes whould not
even have to define the type Segment_2

is now obsolete; the Triangulation_face_base_2 class is used in its place
