Laurent Rineau e5001d1a50 update our CMake version 3.18...3.31 
That will suppress the warnings about `CMP0167` (from CMake 3.30):

```

Philipp Moeller ee412c3f24 Remove unused static_warning include 
Static warning is undocumented and the include has changed before. It is
also not used anywhere so removing the code increases stability.

Sébastien Loriot a1fdcd6170 explicitly check that the Interval template parameter is an interval. 
MSVC is not able to eliminate the function even when the functor used
is Null_functor that has no result_type.
