Mael Rouxel-Labbé 2c9a759504 Restored active_weighted_points_3_table_handle() 
Can't abuse active_points_3_table by camouflaging weighted points in it because
we need a separate point and weighted point type (since we do not want to
redefine all predicates less_x_3 for weighted points)

this should be the case, following our guidelines.

Eric Berberich 681f282d77 Fix by Daniel Russel to make testsuite greener 
Raise "NUMERICAL ISSUE" instead of "WARNING". The latter made some 
rows of the testsuite completely yellow. Fix has been tested locally.

Laurent Rineau 4a41cc2956 Workaround to allow NDEBUG 
That program seems to check timing. I understand why NDEBUG could be needed
here. It is OK if it is defined after <CGAL/config.h> in processed.
