Laurent Rineau 1c5454dcbe Add Converting_construction to Simple_precision_epick 
The difficulty is to detect/define which constructions are "trivial"
and must not be wrapped into `Converting_construction`. Otherwise the
use of `Cartesian_converter`, that uses trivial constructions itself,
can lead to loops and infinite call stacks.

Laurent Rineau 026049cf8e Switch to Epick-with-float using a new macro 
If  `CGAL_EPICK_SINGLE_PRECISION` is defined, then the number type
of `CGAL::Epick` is `float` instead of `double`.

Mael Rouxel-Labbé bb640d2883 Revert "Add Epick_without_intervals" 
This reverts commit 621542afbd.

`Static_filters` actually inherits wraps the kernel with `Filtered_kernel_base`
and as such, the exact kernel is still a filtered kernel using intervals.
Possible fixes for the implementation of EPICK_without_intervals are discussed
in https://github.com/CGAL/cgal/pull/3939.

Laurent Rineau 621542afbd Add Epick_without_intervals 
That `Epick` without the dynamic filters: only the static filters are
applied before the exact computation.

Sébastien Loriot 52317dd49f add python script (replace_CGAL_NAMESPACE.py) to replace CGAL_BEGIN_NAMESPACE and CGAL_END_NAMESPACE 
by namespace CGAL { and } //namespace CGAL. in all .h and .cpp files
in a directory.
Apply it to all packages in the trunk
Remove macro definition from the config.h file.
