create manual with cgal_manual from the doc_tex dir

create templates for ref_man_pages with cc_refe_wizard + type + name,
update data for the packge in ${HOME}\cc_ref_wizard_rc

create main.tex of ref man from here with cc_make_ref_pages Ridges_3_ref

voir cc_manual.pdf in Manual_tools/doc_pdf  WARNING the html is not comprehensive

pour creer les assersions : utiliser une version intern cgal:
CGAL3.?.?/developer_scripts/create_assertions.sh fichier(sans le .h)
 ou sur le package directory???
dans le rep package_ref

update the biblio file in Manual/doc_tex/Manual/cgal_manual.bib
