Laurent Rineau e5001d1a50 update our CMake version 3.18...3.31 
That will suppress the warnings about `CMP0167` (from CMake 3.30):

Remove outdated Qt version checks (#8402) 
## Summary of Changes

This PR removes outdated conditional blocks that check for specific Qt
versions since CGAL now uses Qt6 exclusively.
