Points on segment also as iterator.

added -frtti flag for all g++'s in any case :)
changed CONFIG_PREFIX to CGAL_CFG instead of CGAL_CFG_NO
check for GMP syslib/cgal-inst only the first time GMP_SUPPORT is toggled on
(until now it checked right away after compiler was chosen)
