Lab - fix "save as" for a `c3t3` that was loaded (#8940) 
## Summary of Changes

Load a `.mesh` file, remesh it or do nothing, and "save as..." fails
because the `c3t3` has its `is_valid` field set to `false`.

This PR fixes that issue : now only `.binary.cgal` requires being
certainly valid, i.e. generated by Mesh_3

Polygon_repair: Add overloads for Non_zero_rule (#8929) 
## Summary of Changes

The repair function for the `Non_zero_rule` was only implemented for
`Polygon_with_holes`. This PR adds the overload for `Polygon_2` and
`Multipolygon_with_holes_2`.

Fix how to set BOOST_ROOT (#8894)

We require at least 1.74, but we gave an example with 1.70

With doxygen release1.14.0 doxygen is a bit stricter regarding handling tables (not ignoring superfluous tags), it now leads to some warnings (and unexpected results).

Jane Tournois a452c0141f remove details of ProjectionTraitsGeometricTraits_3, and make it derive from Kernel 
the class Projection_traits_3 is not written using the kernel functors *_object(),
but a fix of those and free functions

TODO in the future : document this traits concept properly with all functors and function
objects that are needed, and fix the code accordingly

Jane Tournois 16ff0ba30a c3t3 is "valid" only if generated by Mesh_3, not if loaded from a .mesh file 
this disables the demo to save a mesh that was just loaded, or loaded+remeshed
for example

this commit fixes that bevaviour
