Laurent Rineau 6554b42606 Patch so that cmake has $PWD=CGAL-x.y-I-abc/cmake/platforms/..., instead of 
CGAL-I/cmake/platforms/...

The consequence will be that $CGAL_DIR/CGALConfig.cmake will no longer
points to CGAL-I/... whatever version CGAL-I is.

(Patch tested locally. I hope that will no break the testsuite!)

Laurent Rineau 7bf0990dbb Minor fix: the correct way to construct a FT from 0 or 1, that is 
documented to work with all FT, is FT(0)/FT(1), and not
(FT)(0.0)/(FT)(1.0). The concept Field refines FromIntConstructible:

Sébastien Loriot 7d50e382e1 take into account boolean stating wheather filter kernel and static filters should be used for regular_euclidean_traits_3. 
This avoids the problem of specialization using the kernel type parameter of the traits.

Sylvain Pion b2f7758408 Add a Boolean template parameter UseStaticfilters to Filtered_kernel 
that allows to specify if static filters are activated or not.
It allows to have both variants at the same time, which allows for
a faster test-suite.
CGAL_NO_STATIC_FILTERS still allows to tweak the default.

Laurent Rineau b6397b651a Rename core_manual.tex and foundations_manual.tex, so that they are no 
longer taken into account by the manual daily testsuite. They were no
longer supported for a long time.

They can still be compiled by hand using:
  cgal_manual core_manual-no-testsuite
  cgal_manual foundations_manual-no-testsuite
