Laurent Rineau e5001d1a50 update our CMake version 3.18...3.31 
That will suppress the warnings about `CMP0167` (from CMake 3.30):

- use of `\cgalPckAuthors` in case of multiple authors
- using in case of multiple authors always `, and `
- in the 1.9.6 `BaseDoxyfile.in` let the `\cgalPckAuthors` point to `\cgalPckAuthor` to get consistent output (not done for other versions as in the past the `ALIASES` could not call one another).

Jane Tournois 63f9aa27e9 use c-cast instead of {}-cast 
* cast double to float is forbidden with {} because it loses information
* cast double to float or to exact types is OK

* numeric_limits<FT> does not work for exact types FT
* using explicitely numeric_limits<float>, is not an option either
because casting it to exact FT would not work

Mael Rouxel-Labbé 71e51b5678 Do not use `void` as default for the geom_traits 
This change is caused by the improvement of Lookup_named_param_def which added
support for reference named parameters:
aaa3947e40
Despite not being required, compilers will try to compile the `::reference`
branch if Eigen is not present, and complain about the type `Default& == void&`

Changing it to `CGAL::Default` will solve that, and align it with what
is done in other packages such as Surface_mesh_parameterization

Laurent Rineau 8237f5c98f Fix dependencies 
The explanation for the differences:
  - the line `#include <CGAL/Optimisation/assertions.h>` has been
    removed from several header files,
  - the header `<CGAL/Optimisation/assertions.h>` is no longer
    documented in
    `doc/Documentation/Developer_manual/Chapter_checks.txt`

- required 3rd party: (not QUIET) + message(NOTICE "") on NOT_FOUND
- optional 3rd party: QUIET + message(STATUS "") except for Polyhedron/demo
- 3rd party components: COMPONENT / OPTIONAL_COMPONENT
                        (QUIET depending on required or optional 3rd party)
